It is reported that the code is China's first formal oil and gas production safety standards."The oil industry used to have an HSE system,but now it feels like there is no hierarchy.According to the requirements of standardization,we set the standards based on the operation of HSE system,and divide the oil and gas enterprises into one,two and three levels through scoring assessment.Good is one,poor is three,not up to three levels of substandard.This person said.
In 2010,the state council issued the notice of the state council on further strengthening the work of production safety of enterprises(hereinafter referred to as the notice).Both of the two important documents on work safety issued in the name of the state council put the standardization of work safety in an important position.Safety production standardization will become the general trend and be implemented in all walks of life.
Safety standards should be fully implemented,the circular said.Thoroughly carry out the standardization construction of production safety with the content of meeting the standards of posts,specialties and enterprises.Any enterprise that fails to meet the standards within the specified time shall temporarily deduct its production license and production safety license according to law,and be ordered to stop production for rectification.If the rectification fails to meet the standards within the specified time limit,the local government shall shut down the rectification in accordance with the law.We will accelerate the improvement of production safety technical standards.The administrative departments of various industries and the relevant departments responsible for the supervision and administration of production safety shall,in accordance with the requirements of technological progress and industrial upgrading,accelerate the formulation and revision of production and safety technical standards,and formulate and implement the qualification standards for employees in high-risk industries.
According to the guideline,we need to promptly revise and improve national and industrial safety and technology standards to meet the needs of technological progress and industrial upgrading.In addition to once again emphasizing that enterprises that fail to meet the standards should temporarily deduct their production licenses according to law,the opinions also proposed to"strengthen the safety standardized grading assessment and evaluation,and report the evaluation results to the competent departments of Banks,securities,insurance and guarantee,etc.,as an important reference basis for enterprise credit rating."
